New Year's Day 2027 is a Friday, a normal three-day weekend. Then New Year's Day 2028 lands on a Saturday. The OPM rule moves a Saturday holiday to the Friday before, so federal offices close on Fri, Dec 31, 2027. That puts two New Year's days off inside one calendar year, which matters if you count federal holidays for a payroll or a contract year.
